The bureaucrats are clever. They have been able to
survive as the rulers of Indin people right from the
colonia era. They will make real development
impossible.
At the end of this note a description of iGovernment
web platform is given. This is how bureaucracy
supported by peers created by them confuses the
matters. To us the true Government is given by the
formula
Government = eGovernment + iGovernment
where eGovernment is governmental component of
eBusiness and iGovernment is its dialectical opposite.
In Dhumakot Sanglia context the Government of
Uttarakhand is the eGovernment and Phatte ki Sarkar
which appears as column in Pyara Uttarakhand is
iGovernment.
The description of the sponsored iGovernment is just
another expression for eGovenment.

Description of Bureaucracy sponsored iGovernment
i-Government is a dynamic, interactive web platform
and info-portal on e-Governance in India. It aims at
filling the existing gap of peer-to-peer learning and
capacity building amongst policy makers, judiciary,
bureaucrats, academicians, and the vendor community
across India, as well as those in other public
services.
While the prime objective is to create a platform for

e-Gov champions with information for better strategies
and policies for good governance.
The 'I' in iGovernment stands for IT-enabled,
information-based, intelligent government and
Internet-enabled citizen service delivery. It also
stands for the critical component of integrated
approach towards all government to government
transactions, without which it would be difficult to
meet the UN Millennium Development Goals (MDGs) within
the year 2015 time frame. Not to forget that India has
its own National e-Governance Plan (NeGP) to meet.
All these through 24X7 news updates, on-the-ball
follow up stories and reports, objective analysis,
thought provoking columns, detailed case studies and
insightful nation wide surveys.

I havse some mails on the above subject. Since you
are located in Uttarakhand, I thought the news should
be discussed in Dhumakot Sangliya international forum.
For this purpose the case is to be linked with the
philosophy of Dhumakot Sangliya experiment which is
basically establishment of pioneering technological
nursery. According to the philosophy business of
development is
Business = eBusiness + iBusiness
eBusiness we all know. The struggle of Dr Agrawal
fall in this category as eBusiness is the totality of
achievements and failures of the process of
industrialism.
The solutions of the problem Dr Agrawal wants to solve
lies in iBusiness and not within eBusiness. Of
course eBusiness does all the things good or bad.
In the above theory iBusiness is defined as
dialectical opposite. The parameters and dimensions
of iBusiness are being identified by the Dhumakot
Sangliya experiment.
You know that in 1939 the book How Green was my valley
was published. The novel was written by a soldier. A
movie was made within two years. Both the book and
the film became best sellers.
Kindly note the following theme of the novel and film
based on it.
"The story is a powerful one, a series of intense
personal dramas which chart the slow disintegration of
a harmonious family unit, the result of changing
social and economic circumstances. The break-up of
the family runs alongside the spoiling of the
countryside around them - the lush green fields

We are now talking about iBusiness which is
dialectically opposite of the eBusiness that destroyed
the valley. We cannot stop eBusiness from doing what
is required for the running momentum. But we can
develop iBusiness to take care of damages that
eBusiness is doing.
