Dear Friends
We (Dr. Juyal and myself ) visited Nainidanda Block from 22 to 26 Ocober 2009 and further I visited Rikhanikhal and Jaharikhal Blocks of Garhwal from 29 November to 3rd December 09. During our visits we interacted with students of IX to XII standards of 8 school /Inter Colleges ( i.e. Khadrasi, Nainidanda, Dhumakot, Sidhkhal, Adhariyakhal, Dabari, Rikhanikhal and Kartiya ). The interaction took place in class room atmosphere on the role of education in shaping the future of students and importance of the awareness of parents, opportunities available after XII, why students should fix goals for their future and where they are likely to stand. A questionnaire for the purpose of parents of the students was also made available which covered various issues including education and rural development.
2. During the interaction, most of the students did not reveal their goals after XII but agreed that they were getting education for jobs. We concluded that a good number of students did not set goals as they were not sure if they could obtain required marks in XII. Despite best efforts of the Principals/ In-charges /Teachers, much is desired to be done to inspire the students. In this connection a reference of commendable work being done by Shri Parmanad Balodi, Principal of Adhariyakhal Govt. Inter College may not be out of context and few more lines thereon will be mailed separately.
3. It is our impression that this type of outside input can motivate students at large. It was suggested that similar interaction should be arranged for the students of VI to VIII standard also. In view of this we feel to continue our efforts and propose to visit some more institutions in April-May after annual exams and in June followed by further visits in September to October 2010 before mid-term exams. Apart from touring hills, persons interested to guide students on different topics in cracking methods and keen to encourage parents of students /villagers in required directions may like to indicate their participation.

Fw: Is Himachal vs Uttarakhand comparison a lesson for Uttarakhand m

Sri Laxmi Das, former Chairman, KVIC, and presently Secretary, Harijan Sevak Sangh who is also the chairman of the Akhil Bharatiya Gramin Udyog Maha Sangh is a member of the Governing Body of TNORD is now able to find time for going through the daily mails addressed to you. He has something to comment on the last mail carrying the title: Can the Mithila Movement made to zoom down to Uttarakhand ? Laxi Das Ji belongs to Himachal. He agrees with the general understanding that Himachal is much ahead of Uttarakhand in development. He concedes that Himachal does not have something like Phatte ki Sarkar. But there is difference between the histories and cultures of the two states. NGOs and NRIs may be as many in Himachal as they are in Uttarakhand. But Himachal people do not like to depend on the Government. There may be as many Himachalis in USA as there are Uttarakhandis. But there cannot be any organisation like
Uttarakhand or Uttaranchal Association of North America. There may be as many Himachalis in Delhi as there are Uttarakhandis or Maithilis. But they are not as organised as Uttarakhandis or Maithilis. Whether Himachalis live in Delhi or in USA they are concerned to start some work in their native localities. The problem with Uttarakhandis is that they have politicalised culture. According to him the problem of Uttarakhand that the state was created through an agitational channel. I have not discussed with Laxmi Das Ji the Mayawati formula for Uttar Pradesh. She will be creating separate states. The politicalisation factor will not come in the way but what about cultural factor? The histories of the two states from Internet mention; Himachal history

After independence the Chief Commissioner's Province of H.P. came into being on 15 April, 1948. The province comprised the hill districts around Shimla and southern hill areas of the former Punjab region. I agree the students in the hills need guidance which can really transform
them. They have the potential but not the goals and focus.

Dear Group!!

Employees will now have to pay taxes on perquisites given to them by their employers as the Central Board of Direct Taxes has notified the much-awaited rules for valuation of the benefits.

Wth these rules, the fringe benefit tax being paid by employers for giving non-cash benefits, including cars and employee stock options to employees will be abolished and replaced with a regime that will tax the the perquisites in the hands of the employees.

It could mean less take-home pay for employees like you and me.

Enclosed please find hereiwith copy of amendment in the Income Tax rules.

This is for your information only.

IIM at Kashipur

Posted by: "Harendra Singh" harendra_singh@yahoo.com

Tue Dec 22, 2009 11:53 pm (PST)

Dear PGG members it is great that an IIM is being set up at Kashipur Uttarakhand.
However selection of Kashipur does not seem to be the right choice.
1- IIM at Kashipur will add to many problems already being faced by the Kashipur town
2- Farm land already scarce in Uttarakhand will be used to set up the Institute and other related facilities.
3- Problem of Migration from hills which got a boost after setting up Industries at Haridwar. Dehradun and Rudrapur ( U.S. Nagar) will get further boost.
4- U.S Nagar has already got a world renownend Institute G.B. Pant Agri and Tech. University.
5- and few more points
Haridwar, Dehradun and and U.S. Nagar districts  got benifitted maximum after formation of the state. However it has added to lots of environmental problems which have not come to limelight. Pauri Garhwal and Nainital too have received little bit attention. However remaining Eight districts have not benefitted much. It will therefor be wise to set up IIM in one of these districts in the hill region. PGG is doing an excellent work in sharing the Information. Could the views of group members on this subject be shared?
Thanks.
Harendra Singh.

Please note that IIM is an educational institution and is an autonomous
body. The direct impact that it can have on the local population is limited
to providing contractual job opportunities. Moreoever, all such institutes
have a stern requirements in terms of accessibility and amenities. With the
infrastructure in such bad shape in Uttarakhand, it would be unfair on our
part to demand that such institutions be set up in remote parts of the hill.
It is a bitter pill to swallow, but the truth is that not many talented
people would like to come and join a national level institution if the place
cannot guarantee apt infrastructure and social/educational opportunities.
The bottom line is that Uttarakhand first needs infra development, and after
that, everything else would fall in place. However, that require substantial
politicla and social pressure on the central government to act. When they
can pump in crores for the secessionist Kashmiri, why not for the
nation-loving Uttarakhandis?

I am completely agree with Mr. Harendra Singh that only a few districts has been benefited after the formation of state. The development is not of same scale in districts other than Dehradun, Haridwar etc. I support his view that the purposed IIM should be established in one of rest of the districts so that they can also get some attention and scope of development.
