The title of the last mail was "Internet is available for the Nishank Government as well as the Phatte ki Sarkar. One may ask the question "whatdifference does this make?" Phatte ki Sarkaris making use of Internet to create this series of mails addressed to the active political leaders of Uttarakhand.Tiwariji is one of the most seasoned political leaders of Uttarakhand. Currently he is out of politics. This provides another opportunity for the development of Uttarakhand. This is why Phatte ki Sarkaris asking the question:

The State of Andhra Pradesh has been at the forefront of India 's IT growth. In December 2004,Gartnerin its report "IT Outsourcing to India – Analysis of Cities" has mentioned that Hyderabad would be the IT Hotspot by 2010 and has rated it high on account of Infrastructure and Human Resources. Andhra Pradeshprovides the right climate for the growth of IT business and is now the most preferred destination in the country. Hyderabad is home for many major MNC IT giants and fortune 500 companies. Andhra Pradeshis also known for the pioneering science driven development initiative known as the Kari Nagger Project of the CSIR.
Tiwariji has suggested the inclusion of the Lens Nursery Project in the state plan. At the end of this mail an extract about Tiwari Government's IT effortshas been reproduced from the issue No 19 carrying the title Correspondence addressed to the Seasoned Chief Minister (1) in the series "Science Driven Development of Uttaranchal." This old series was available in the site Uttarakhand Web Watch. It has now been reproduced in Mera Pahadalong with selected mails of current series addressed to the Active Political Leaders of Uttarakhand.
The Information Technology and Communications Ministry of Andhra Pradesh records
The Government of Andhra Pradesh aspires to transform the State into a knowledge society and make available the benefits of Information Technology to all citizens, especially those in rural areas and living in poverty. The state also wishes to become a leading destination for investments in Information & Communications Technology (ICT) and a major player in the information economy. The State will leverage ICT for achieving an INFO-AGE (Inclusive, Networked, Fast, Open, Accountable, Globally benchmarked and Efficient) government.
On the other hand the ICT activities of Uttarakhandare being handled by National Informatics Centrecurrently headed by Dr B K Gairolawho comes from Uttarakhandand who has had the privilege of working under the Founder Dr. N. Étagère who received 'Padma Bhushan' in 2005 and his successor Vijayaditya.
Phatte ki Sarkarcan only indicate what opportunities can be harness. It is for Nishank Governmentto utlise them for the development of the state.

Tiwari initiatives on IT in Uttarakhand
The last eighteen essays on science driven development of Uttaranchal, we have studied theoretical aspects of the developmental process. We did touch some specific issues also at times but only as case examples for understanding the process. In this essay let us discuss TNORD's actual interaction with Shri N D Tiwari, Chief Minister, Uttaranchal. Let us begin the discussion with TNORD letter dated Delhi-December 16, 2002. The letter reads as follows:
"The current issue of Garhwal Post has some doubts on Uttaranchal's top down IT initiatives. TNORD has maintained that the e-business of IT must be evenly matched with the i-business of bottom up initiative of science driven rural development. The term i-business has been defined in the TNORD vocabulary and not elsewhere. Even in this vocabulary it has come up only in some of the recent papers. There has been considerable media publicity about the e-initiative but understandingly there is silence over the corresponding i-intiative. Uttaranchal is far behind many states in relation to e-business but is far ahead of the rest of the world in matters of i-business. But the bureaucratic business is unaware of both these initiatives. On the hard ground the implementation part of any programme is handled by the bureaucratic business and not by the political or scientific initiatives. There are hurdles. These are real things and they cannot be wished
away by offering excuses. Dr I H Usmani, former Chairman of the Atomic Energy Commission of Pakistan pointed out in 1962 that he was taught the art of offering excuses during his ICS training. TNORD would have never come up for very good reasons. But it has overcome many hurdles and the experience can be utilized to train the bureaucrats in the art of initiative driven organization of development. The current initiative driven IT policy of the Uttaranchal government may be utilized for training in the i-business.
"I discussed the concern with Shri R P Dhasmana, Chairman of PUCL Uttaranchal, who has edited many if TNORD papers and who knows quite a bit with the understanding of TNORD. He said that he too is critical of this policy.
"TNORD has noted that the Uttaranchal Government has signed the following MoUs with Microsoft (1) to collaborate with the state Government on Project Aarohi which is aimed towards making 3,80,000 students across the higher secondary and intermediate schools and colleges computer literate over three years and building a network of 1,500 master Trainers who in turn will impart IT education to school students, (2) to collaborate with the state Government on the Project Haridwar which will focus on developing applications for pilgrims in the areas of crowd management, logistics management, security management, promotion of tourism, disaster management, scheduling of vehicles and route management, (3) Microsoft will set up two Centers of Excellence for e-governance based on Microsoft technologies and (4) Microsoft will set up its first Hindi IT lab in India leading to a Hindi Competency Center at Dehradun.
"TNORD has also noted that another MoU had been signed earlier on May 19, 2002, between the Government of Uttaranchal and Intel Asia Electronic, in which the government teachers will be trained in Information Technology. This programme will be conducted in two phases. In first phase Intel will train 400 teachers of 200 Inter Colleges. In second phase these master trainers will train minimum of 4,000 teachers. 50,000 children will seek training in computer and information technology, by the teachers, free of cost.
"TNORD's letter dated September 15, 2002 has already discussed the July 26 MoU signed between Uttaranchal Government and Cisco Systems Incorporation, in order to setup Networking Academies in the State. Without using the vocabularies of e-business of IT and i-intiative of technological nurseries and industrial orchards (Chinese equivalent Spark Programme and Town and Village Enterprises) the letter said, "Against these ambitious global programmes, which require very high investments, stands equally ambitious programme of technological nurseries and industrial orchards spear headed by TNORD." Parallel to the matched system of e-business and i-business, there has to be a matched system of MoU and IoU (Implementation of Understanding) and with this argument the criticism of Garhwal Post and Dhasmanaji can be matched.
