Dear Friends,

The recent political instability and uncertainty in Uttarakhand is
very unfortunate and does not augur well for the development of the
state. People gave a chance to BJP to form the Government. It could
garner this much support only as it projected Mr Khanduri as its
Chief Ministerial candidate. People had faith in Mr Khanduri as they
had seen and experienced his functioning as a MOS in Central
Government under Mr Vajpayee. Most of the MLAs including those who
visited Delhi to remove Mr Khanduri could not have won the elections
without the Khanduri factor.

People close to power centre in Uttarakhand talk about the various
under currents responsible for present turmoil. The style of
functioning of Mr Khanduri and his non-accessibility to MLAs and
Ministers is one of them. It is also being said that there is very
little freedom of action for the Ministers and MLAs and the Chief
Minister's office takes most of the decisions. This situation has
antagonized many of them.

Contractors and Land Mafia whose influence over the politics of
Uttarakhand has increased many folds over the years is also
considered an important factor in the present revolt. These people
spend huge amount of money during the elections and expect the
return of their investment after the elections. It is being said
that these sections are unable to have their way under the present
dispensation and are active in the removal campaign. Of course, the
people senior to Mr Khanduri in BJP hierarchy have yet to reconcile
to his meteoric rise in political ladder of Uttarakhand. They will
chance upon any move to destabilize his government.

Mr Khanduri is accustomed to working in the environment of Army and
then as Central government Minister. The culture and the way of
functioning of state governments are entirely different. The pulls
and pushes of local politics and pressure of powerful chieftains
play a prominent role in state politics. The open revolt is first
lesson for him to learn about the functioning of the state
governments in India. Being the leader it is the responsibility of
Mr Khanduri to make the decision making more broad based and
transparent.

Although the slogan of good governance, performance and corruption
free government, the issues on which BJP came to power, is still a
far cry but Mr Khanduri still commands the respect of people. People
are ready to give him more time to judge his performance. Let us see
how much time the BJP leadership is ready to give him?
